"Hip Surgery"

My mother i law has waited 16 months for hip surgery. The long wait was as a result of skin breaks on her leg and the consultant will not operate on patients with broken skin. She was finally judged fit for an operation but it was cancelled at the last moment due to an emergency. Granted another operation two weeks later at Redditch rather than Worcester this too is now cancelled as she has an ulcer on her leg again. If you know the patient has a history of leg ulcers surely they should be priority after 16 months on the waiting list
