"refused treatment"

I was referred to physio by my dr and was given the usual choose and book. I phone and was told there were no appointments at all for the hospital literally 60 seconds away and was given an "alternative" which wasn't local or a hospital. they said they would phone me within 7 days with an appointment date at my chosen hospital, it never came. so I phoned again and got some rude snotty person who I was obviously putting them to a lot of trouble (its called doing your job) and they assured me I would be contacted which I still haven't been.
