"Badly run"

I turned up at the clinic at 8.20 there were 18 people waiting outside. They opened the doors at 8.35 but there was no phlebotomists on site, they finally arrived at 8.40 and took 10 minutes to get sorted, and the first patient was called in at 8.50. Only one phlebotomist was on duty. I got out of there at 9.25.
