"Blocked tear duct."

Attended Eye Clinic after a 4 month wait, with watering right eye. After flushing the bottom duct, which was fine, the top duct was found to be blocked. Told that was okay, because one was still open and to come back in two to three months time. It is not alright as the tears are still pouring down my face. Why was I not given an imageing procedure to find out where the blockage was and something done to clear it?
