Subject to retaining the present arrangements for patients/visitors with chronic conditions requiring frequent treatment, I believe that car parking charges really must be kept in place. Getting a slot at Grimsby hospital is so difficult anyway that removing charges would simply result in the car park beoming used for day long parking of people who are possibly not even using the hospital! With charging regime now in use, there is a disincentive to misuse the facility.
