"Trolley waits and targets"

About: Royal Oldham Hospital

My father waited 6 hours on a trolley in A&E. Then transferred to an assessment unit where he waited another 4.5 hours on a trolley. He is 82 years old and in pain and tired. Total 10.5 hours on a trolley. Is this right when a bed was available on the ward where he was then transferred when the nurse could actually be bothered to admit him. ???
