It would be far better if when they are busy they just left the phone ringing out rather than answering and asking if you can hold. I have started to say no I can't hold and often get a very frosty reluctance to deal with my enquiry I have quite obviously annoyed the person answering the phone as they just wanted to put me on hold. If they can't deal with the call then don't answer the phone leave it ringing out.

This experience you describe was frustrating and perhaps costly. If there is a 'patient participation group' at your practice you could raise this with them. Ask at reception.
