"Lack of urgency in actioning a referral"

I have suffered with back pain for almost a year, the doctor fobbed me off with pain killers, which I really don't want to take long term. I went to Chiropractic, spending £100s of pounds. This helped but I was still in pain. After about my 3rd visit to the doctor, it was agreed that a referral was needed to a spinal physiotherapist.

I thought at last I was getting somewhere and was told I would get a letter in a couple of weeks. 4 weeks after my appointment I rang to check as I hadn't heard anything, I was told the letter wasn't sent for 3 weeks after I saw the doctor, no apology just “it happens”. I was told by the receptionist it depends on urgency, I was amazed she could make that decision, but she has and my pain carries on getting worst each day.
