"The bum's rush"

A friend of mine has Parkinson's Disease, aggravated by other conditions. He is 63 and lives alone. He has been taken to A&E at the QEQM on several occasions for falls, cellulitus and related issues, and sent right back home just as soon as they could get him out the door...he has been sent home without so much as a call to his next of kin, in a taxi, in blood soaked clothes, to an empty flat with no food and no way of caring for himself or getting help. Each time he has been back in hospital within weeks or even days. Social Services, who are supposed to be providing a care package, do nothing, the person assigned to care for him is allocated half an hour a day and often leaves him unable to get up from his chair and with no food prepared. The hospital and SS say he is unsuitable for respite care, in spite of being disorientated and unable to take his medication regularly...and anyway, there are no beds and no-one available to look after his case.

So what's to be done? Clearly the general consensus is that he should just die quietly of something that won't take up too many resources...unfair? Yes, I believe it is...on him and all the other chronically ill patients that are just getting pushed around from pillar to post until they give up.
