"Care companies not administering inhalers"

My Dad came out of hospital with a serious chest infection and shadow on his lung. He was prescribed Qvar and salbutamol. Care company decided overnight that they will no longer administer inhalers to clients with no provision provided of additional help. Family have to now administer inhalers even though care company are administering other medication each via DomMar system. My parents pay towards their care plan. I can't find what happens to patients/clients living on their own who need help administering inhalers. Can you please advise if we can have a district nurse to assist or what is the qualification level needed for a professional Carer to be able to administer inhalers?
