It seem clear that the Norfolk and Norwich university hospital is discharging to care homes when patients they are not fit enough to do so. Apart from the hospital having a hefty fine for re admittance, the ambulance service has to provide a front line vehicle to convey the patient, not forgetting the additional stress on staff and family. Not all care homes have a nursing ability and even some are only housing with care (assisted living)
There should be a directory giving a grading system for what the homes can and cannot provide for the use by the discharging doctors. This would save time and money for all
