What could be improved

I need to contact the hospital about an appointment I received via GP referral for my daughter. However, my calls have been unanswered. I have tried on three separate occasions, today being the latest. This last time I tried 5 different numbers, attempting to get through continuously for an hour. Calling Switchboard, General Enquiries, or the number for Opthalometry ellicited no response, either from human or answer machine. I accidently called A&E, which did get a human on the end of the line, but I still failed to get a response even on the number they gave me for switchboard.

I am both mystified and insensed by this inability to get through to anyone at all, and I strongly suggest that the numbers for the hospital are checked to be functioning, and if so, how come they appear to be unmanned.
