"Cancelled operation for third time"

The consultant who is supposed to be the best orthpeadic surgeon has cancelled my brothers hip operation for the third time. He originally saw him in December 2012 yes 2012. Three operations have since been cancelled the last one due to the consultant going on holiday. No one at the hospital knows what is happening, no one at the hospital clearly cares. Notes are lost, the hospital is filthy, staff have trouble speaking and understanding basic English. if I took four weeks to type up a letter I would get sacked from my job, bit these characters don't and they are dealing with people's lives. Two letters I have recently received have the comment at the bottom, not seen by Consultant and Not signed by Consultant. It beggars belief how these people are allowed to run the NHS. I wouldn't mind receiving the consultants salary for doing shoddy work.
