"Waiting for surgery for fractured hip"

My mum fell and broke her hip. She was an active skier and walker. They pinned the hip and it fused well, but necrosis set in.
She keeps being told surgery will take place in a further 2 months, with no set date.
Her leg is 3 inches shorter than it was and continues to get shorter by the day.
She can not walk and is in agony.
