What could be improved

I have tried for 3/4 of an hour trying to contact your waiting list office, when I finally did get through I was greed by an answerphone message stating the secretarys working hours 9 - 4 Monday to Friday. I rang at 10 minues past 2. Why was I not able to be attended too.
