"staff member asleep instead of working"

My wife went into labour last night after calling the hospital at least 4 times to speak to a midwife nobody answered the phone. So we went down there assuming that it was busy and thats why they did not answer. But after getting there we had to find someone to find us the nurse who was on duty then wait 10min before being seen into triage by a nurse who was obviously asleep. Two out of three of the cubicles were dirty even though nobody was there. The nurse was not friendly at all and it was obvious we disturbed her sleep. There is no excuse being dirty when there is not 1 person there. And then not to answer the phone. Poor service.
