My mum came out of Winchester hospital last week. She reluctantly agreed to a care package. I witnessed the carer phoning prior to a visit to ask if she was required. My mum said no as I was there. The problem with this, is that if they always phone first before visiting she will always say no as she does not want the care package but she desperately needs it. I have reported this to her GP.
