"Car parking scam"

(as the patient),

I attended an appointment in August ( I am a cancer patient receiving treatment at Walsgrave Hospital). The carparking machines were covered with an out of use statement on the covering. I could see no signs regarding ANPR charges nor any machines relating to this. ANPR has been in use at Walsgrave for some time. However carparking had been suspended during lockdown. A week later I get a parking charge notice. I paid but also appealed on the same day. In September Parking Eye agreed to refund the £60 I paid. As I have had no further response I am now considering the small claims court. I consider that the hospital share the responsibility. There were no warnings when I had my appointment that charges were still active.   Having cancer is bad enough. When this kind of thing happens one does wonder if there is any duty of care.
