"Under staffed"

I arrived at 7.45pm with an eye complaint and being advised by the GPs to come up.The A and E department was jam packed. This was a Tuesday evening, so I didn't expect it. There was nowhere to sit. There was people in there that had been in there waiting since 4pm. The board on the wall to tell you of the waiting times was not up dated since the day before. I left untreated at 9.45pm and the people from 4pm were still there. Another lady left at the same time as me she'd been there since 5 and h ad a DVT.
