"My one gripe with an impressive hospital"

I was recently regularly visiting my mother from Cheshire who was in this Hospital due to a serious fall.

I found the hospital easy to find, park and navigate.  Everyone was friendly and helpful, and it seemed very clean and organised.  I was stunned by the big screens that detailed who was in each bed and where they were, as it is such a simple way of avoiding wasting staff time asking where my mother was.   

My only gripe - as an ex-smoker but current vaper - is that there were numerous signs clearly stating "no smoking" on the approach to the entrance, yet visitors and patients alike appeared to completely ignore these, and there was often a chain of people smoking directly outside the front door.  Even as a vaper, I took the time to walk almost back to the car park to have a puff.    Nevertheless, at every time and day of my visit I witnessed people ignoring this.  On occasion, I could even smell tobacco from the adjacent cafe, and the walk to the door is surrounded by a sea of cigarette butts.  Furthermore, being an "addict" is no excuse as, when I was admitted to hospital 6 years ago, they gave me a nicotine patch for free...

Why, therefore, is it ok to ask someone to pay £3+ for parking over a period of 4 hours or £24.90 for a patient to watch television while recovering, yet completely overlook other people flouting the clear rules and health & safety instructions, resulting in littering, pollution, smoking-related illnesses and - technically - breaking the law?   

Anyway, everything else was great and I am very grateful and thankful for the care and attention given.  But something to stop this blatant disregard of the rules - even despite the health implications - would be much appreciated.
