"Late for appointment due to lack of parking spaces"

I arrived at hospital in good time for an appointment. It took me 25 minutes to find a parking space going round and round. I was 8 minutes late for the appointment, and was told that I would have to now wait and they would try and slot me in. Unfortunately, due to this, I over run my time on my ticket, as I could not leave the hospital because I might have got called in. A week later I received a fine for £60! I find this an extortionate amount, surely it should be less than this if you have bought a ticket and not been able to renew it. So now I feel that I have to arrive for my next appointment an hour before just in case I can't find a space to park in time. The car park is totally insufficient in spaces and parking fines are overly greedily charged to sick people just trying to park.
