(as a service user),

I feel like the receptionist has been bullying me ever since I was there. I find that they are always rude an insulting even without me speaking they make negative comments telling me I'm never going to leave and arguing or shouting. I feel belittled, insulted and upset.

I am really sorry to hear that you have felt bullied and belittled by a member of staff. I would really like to address this and to do so I would require a little more information. Would you please let me know which area of the service you were visiting, the day and a rough time.
