What could be improved

My 4yr old grandson was requested to attend day surgery unit at 7 am,after waiting over 3 hours my daughter was informed he was on the afternoon list for his operation.

Do you think this an efficient way of dealing with a 4yr old?

I think it is disgusting & certainly needs looking in to.
