"Trying to register my son"

I have been trying to register my son at Stepping Stones Medical Practice (Dudley) for approximately 1 month. First I went in to the surgery to collect some forms with my son, I explained on that day that my son has complex needs, and that I wanted to get him registered as soon as possible, but instead was told that I do anything until I had a Birth certificate for my son to prove I am his dad and further proof that he lives with me full time. I went into the surgery yesterday to ask if I needed an appointment to register my son, now that I have a copy of his Birth Certificate. I was then told that I needed to bring in a legal document from a court stating that my son was living with me and that I have parental responsibility. I told the staff member that it was not right to assume that I have been to court to obtain custody of my child and that I know that I do not need to provide such evidence. the staff member then replied that I can always go register somewhere else. this made me feel angry and upset at first, then disappointed that I was treated with a complete and utter lack of respect. The staff member then went to speak to their colleague then came back, ignored me, told their colleague what to tell me in front of me but continued to act like I wasn't there. Then I was told that I don't need to bring proof from a court, but I must have his 'Red Book' or else he cant be registered.

This whole experience has made me feel upset and confused as to why I have been treated this way. it is important that my son gets Registered as soon as possible, he has severe complex needs and is only 5 years old, he needs the support from his local G. P as much he needs the support from all professionals involved in his care.

Please can someone help me understand why this is going on?

During my upset and anger last night, trying to understand what was going on, I came across a document 'Patient Registration; Standard Operating Principles for Primary Medical Care (General Practice)' and the document states the following;

'For purposes of safeguarding children, the following should be considered whilst recognising that patients must still be registered in the absence of documentation and policies must be applied in a non- discriminatory manner. '

Why are Stepping Stones not adhering to this and not putting the needs of my child first?
